Recent advances in medical science have led to a therapeutic revolution with more new drugs appearing each year than ever before. However, new drugs may not offer significant therapeutic advance, and when a drug is first marketed there may be only limited information available on safety and efficacy. It is therefore essential that clinical studies are critically evaluated to try to ensure that NHS funds are being put to best use. NICE - The National Institute for Clinical Excellence nice ; was set up as a Special Health Authority in England and Wales on 1 April 1999 to provide patients, health professionals and the public with authoritative, robust and reliable guidance on current "best practice". This guidance covers individual health technologies as well as the clinical management of specific conditions. HTBS - The Health Technology Board for Scotland htbs ; was set up as a Special Health Board in Scotland on 1 April 2000 to provide evidence-based advice to NHS Scotland on the clinical and cost-effectiveness of new and existing health technologies. DEP members are appointed for their expertise rather than as representatives of their organisations and undertake to provide independent professional advice to the ADTC as to the clinical effectiveness and cost-effectiveness of the drugs proposed for use in Lothian.
